I really like Allas Sea Pool and Löyly in Helsinki. They both attract a mix of locals and tourists, but their locations and ambience are just really good and the saunas themselves are great.
I love going to Therme Bucharest, one of the largest spa and wellness centres in Europe. Therme is the largest saunas complex in Romania with 9 dry saunas and 4 wet saunas where 300 people can enjoy at the same time. The dry saunas are in the Elysium area (there are 3 areas you can visit).
This may not fit your criteria, but I love visiting Lurgbauer, which is a farm and restaurant in the mountains of Styria, Austria, that also offers rooms for guests. Two of the rooms have their own private sauna, which is absolutely delightful. One of these is in a lovely rustic building of its own, and the views from the sauna overlook the fields and mountains. In the winter, you can walk outside your own door after heating up in the sauna and roll in the snow to cool off! The food is delicious (although not appropriate for vegetarians--this is a cattle farm--and the well water is the best I've ever tasted! www.lurgbauer.at

I don't have a lot to compare it to, but I love Sauna House in Asheville, North Carolina.
